The Lexington-Fayette Urban County Housing Authority of Lexington, Kentucky, has been managing public housing and providing affordable housing opportunities in the Lexington community since 1934. The Lexington-Fayette Urban County Housing Authority manages more than 1,100 units of public housing, over 2,600 Section 8 vouchers, and offers homeownership opportunities. We continue to create affordable housing initiatives and make them available to individuals and families in need.

HUD Delays NSPIRE for Voucher Implementation Until 2025
On June 14, HUD’s Public and Indian Housing (PIH) Office of the Assistant Secretary sent an email to PHAs stating that the National Standards for the Physical Inspection of Real Estate for Vouchers (NSPIRE-V) implementation compliance deadline has been extended until October 1, 2025. The email notes that this extension is being granted because it understands that simultaneously implementing the multiple new regulatory requirements that HUD has promulgated has been difficult for PHAs. The HUD email makes the following points:
1. The compliance date for NSPIRE-V will be October 1, 2025—this will occur officially via a publication in the Federal Register;
2. HUD will reissue the original NSPIRE-V administrative notice with the new deadline;
3. Carbon monoxide alarm requirements remain in effect;
4. HUD will update the NSPIRE smoke alarm standard to include either hard wired or sealed, 10-year batteries in smoke alarms, and PHAs will still have to comply with this requirement by December 23, 2024;
5. The visual assessment standard for potential lead-based paint hazards still applies as NSPIRE did not revise the existing requirements;
6. Housing agencies that have existing approvals for criteria variations will still need those approvals reviewed by HUD, but the new deadline for doing so will be October 1, 2025.
NEW TOWNHOUSE UNITS OPEN HOUSE
The Lexington Housing Authority Board of Commissioners and staff welcomed the community to see their latest affordable housing development on Monday, July 24th for an open house and ribbon cutting ceremony at six townhouse units located at Race on Third.
Mayor Linda Gorton, First District Council Member Tayna Fogle, among others were present as we celebrate the continued redefining of affordable housing in this community and the transformation of neighborhoods in Lexington. LHA wishes to thank our creative team, local contractor Bishop Carter of Elaine Allen, LLC and architect, Steve Albert of Albert & Associates. A special thanks to Ethan Allen, ArtHouse Kentucky and Guide Realty for staging units for the open house.

CONTROLLED ACCESS AT ALL LHA OFFICES
LHA offices are open for in-person visitors by appointment with the following guidelines:
Entrance to all offices is by controlled access; all clients must use the doorbell/intercom system to gain entry to administrative/management offices.
Clients who need to see their specialist or manager will be seen in person by appointment.
Walk-ins will be served in person only if there is staff available to assist them, otherwise walk-in clients will be asked to use the intercom system to conduct their business.
Applications for housing are taken online; applicants who need assistance with an online application may be assisted by LHA staff via phone or in person as necessary.
Maintenance work orders and HCV inspections are ongoing with instructions regarding social distancing (keeping six feet distance from others) to keep clients and LHA employees safe.
